Valve Lash - Push Rods ?

Should you be able to spin the push rod with your fingers after you have tightened the rocker nut?

I took off one of my rockers, springs, etc. to check the seal; it seemed ok.
Anyway I am putting it back together and following the directions in the service manual and Swervin Ervin's directions. My question is should the rod be able to spin? The one I just adjusted the lash on spins when I turn it with my finger tips. Its in tight and wont lift up or down at all, but does spin around. When comparing to some of the others; some spin and some dont.
