Lower AC bracket configuration - 350, is this correct?

I purchased a set of used brackets for the AC compressor - 350 for use in my -69. Mocking this up something isn’t right or missing parts. This lower bracket will not fit against the exhaust manifold without some kind of spacers between the bracket and the manifold. Is this correct? This is a factory 69 exhaust manifold but I think all of my brackets are 70-72. I think I remember reading somewhere that 69 small block brackets for the air conditioning are one year only? Any thoughts on what should be correct here or if I have a compatibility issue?

In the picture below you can see I put a silver spacer between the bracket and the exhaust manifold and the bracket still hits the exhaust toward the left.
