Wiper Mount Question

Just about to mount the air delete panel and are a little confused

Does the rubber gasket go between the chrome bezel and panel (pic 1)

or

Does the rubber gasket go inside the cab leaving the bezel to mount to the paint (pic 2)

The reason I ask is if you do it like in Pic1 there is nothing to stop the rain coming in between the cab and air delete panel then running inside the cab
but
if you do it like Pic2 the rubber gasket will stop the water getting in the cab and therefor run into the water/air channel but the bezel has nothing on the air delete panel....

WHICH IS THE RIGHT WAY
