56 rad support

Hoping I can get some help here guys.

I am bolting my rad support to my frame. I’ve had it off for many years but I had put the bolts that I had thought were the correct ones back in the holes. I have ( for each side) 2 thick rubber pads and a flat washer. The bolts I have are too long?? They are probably 2” to 2-1/2” long with threads about 3/4”

Am I missing a rubber spacer or something?
