Question Install a c-notch ....

I'm in GREAT need correct the previous-owner home-made c-notch in my 71 since I'm constantly bottoming out when I hit any "lips" on the street or holes.

How hard is it to install with the bed on -- OR should I remove the bed ?
Also, can I cut the frame w/o a plasma OR will a cutting wheel be fine ?
Finally, should I just bolt and weld / just weld / or just bolt ?
