Emissions/pressure test issue

I recently took my '82 GMC truck in for my state's required emissions test, and it failed the fuel system pressure test. I took my truck to the auto shop and they found that one of the 2 fuel tanks doesn't hold the required pressure. My options are to replace the tank (I can't afford that anytime soon) or to pay $100 to have the tank disabled by removing the control valve (I think?) and filler cap/tube (so the emissions inspectors would see that the tank isn't in use and therefore couldn't test it). Is the second option a good idea? I rarely use this tank, but the thought of having an extra fuel tank and not being able to use it is kind of unnerving. I realize this is a dumb question but I'll feel somewhat better if I hear someone else's thoughts on this.
