Little Brake Issue...

Need some help, does anyone have some in site why the following is happening.
Did a brake conversion on my 70 cst drum in the back disk in the front.
1.Changed out the master cylinder (old one was rusted, didn't want to take any chances.) installed a new proportional valve designed for disk/drums.
Went to bleed this morning, back brakes no problem. Bleed with no issues, front brakes not so much.
Cannot get fluid to the calipers, tried performing a vac bleed, old fashioned bleed, nothing. Its not my proportional valve, checked that, interesting fact I can disconnect the steel line from the hose going to the calipers, and get fluid, I verified the rubber hoses, and bolts going into the calipers.
None of this is making any sense,

Does anyone have any suggestions?
