Clutch fan question

With it being so hot outside, I have noticed that my 71 burb has been running hot at stop lights. This has me suspecting the clutch fan. When I got home today, and the engine was hot, I got out, popped the hood, and tried to spin the fan. It spun fairly easily with just a little bit of drag. Now as I understand it, when the engine is warm, the clutch should not spin at all because it should lock up on the shaft and pull air thorugh the radiator. Do I have this right and it is time for a new clutch fan or maybe a fixed fan?
