Steering Box Rebuild Question

Ok, I am in the middle of rebuilding my steering gear box. I am at the point to where I am placing the ball bearings in the gear box. I placed all twenty-two 0.280" diameter bearings in worm gear drive and can see now see them on both sides. However, I don't have anymore bearings to put in. What am I missing here?

When I took it apart I made sure to account for all the bearings that came out.
