Fuel gauge

I read the (fuel gauge diagnostics 101) before I go pulling my gauge out I have a question. I read and understand that with the wire removed from the fuse box the gauge will read 3 o’clock. When I fill up gauge registers 1/4 tank past full and 1/4 tank when empty. I removed the wire from fuse box and gauge went to little past 4 o’clock (see photo) . Is it safe to say gauge is bad ?. Has new sending unit but you never know. Thanks much
