97 Silverado front brakes

Any advice........

I have a 97 Silverado that needs front brakes.....however the repair shop said I "need" the hubs replaced to the tune of $400 each. He said it is a design flaw by GM. He told me the ABS is sent a signal bacause they are bad that cancels the front braking the last 20 feet. Doesn't sound right to me but I am not that mechanically inclined. Anyway the whole brake job (fronts only) is going to cost me $1000. Hopefully someone out there could offer some advice before I pay for this. Thank you very much.
