Horn problems

I cant seem to get the horn on my sons 71 to work correctly. My 72 Blazer has a tilt column and a aftermarket wheel so I cant compare. Problem is that I have current to the spring loaded pin that passes through the stock wheel all the time. I am assuming that the truck has the stock automatic column. but there is about a 1/4 to 3/8 gap between the wheel and the turn signal housing when the wheel is bolted down. Its probably not the relay because I can hear it activate when you short the pin to a ground with a tester. Also does a 71 have a spring under the wheel. My 72 has a spring under the wheel between the top bearing and the plastic turn signal contact plate. Finally isnt the order of assembly of the parts under the horn button, first spring plate then button retainer cup then plastic mounting ring with the bosses down so that the screws dont ground out. Then the horn button. I f some one can post pics of the assembly I would appreciate it.
