Bench testing cruise control moduel with pulse generator at 66.66 Hertz ??

I want to bench test the curise control module with a pulse generator. I am using this pulse generator to set the 66.66 Hertz connected to Pin K. From what I was able to find, 60 mph equals 1 mile per minute, so for pulses per second, I need to divide by 60. This gives me 66.66 pulses per second. 1000 (ms) / 15 (ms) gives me 66.66 pulses per second.

I have hooked up alll of the wires correctly but not able to engage it.

Does 66.66 Hertz square wave give me 4000 pulses per mile ?

Any ideas?
