Vacuum Asst. Brake Question

Hi. On my '69 2500 when the engine is running and I apply the brakes the peddle doesn't come all the way back up. I have to hook my foot behind the peddle and lift it up. When I shut off the engine, the peddle comes up as it should. Vacuum canister? This has me perplexed as I just replaced this part in '97. haha, jk. Or master cylinder? Thanks, -BA

Oh, when I shut then engine off I hear the vacuum hissing for a couple seconds and this never happened before. OK, probably the vac unit right?
