Carb issue

I've been having problems with my rochestor bc carb. Took it out during cold weather and it started right up but when I went to restart it when it was warmed up it wouldnt start. The choke was still closed . I propped the choke open with a screwdriver and it started. Turned out the stovepipe was clogged with soot and crude. Cleaned it out and it works as its supposed to now. Now my problem is once the choke opens it doesnt kick down and the motor is racing. I rebuilt the motor and just put the old carb back on. Do you think the past owner didnt realize the choke wasnt opening and just turned the mixture screw and idle to make it run? I'm laid up right now with afib and cant get out there to test this
