Fuel Filter: Supposed to always be FULL right?

I've been noticing this more and more lately. At idle, my fuel filter will have BARELY any gas in it. This means there's a restriction in the line somewhere right? It can't be between the pump & carb, cuz that's brand new rubber hose, and it can't be the pump, cuz THAT's new also (Holley 80gph mechanical) So it has to be between the tank & carb right?
