Junk in my carb?#@$!

So, I had my carb professionally rebuilt about 2 weeks ago. The guy said there was junk in my carb and it really needed it. After a week it started "jumping" in low rpms and some guys on here suggested it might still be the carb so I took it back. The carb guy thinks that there is junk in my carb again, but he will check it out for me. I dont get it. There is a bran new fuel filter in line before the carb. Can junk get through the filter? This truck has been a driver for 10 years, it has not been sitting at all so I have a hard time thinking the gas tank is that bad of, but..... I donno. What do you guys think?

check the condition of the fuel hose past the filter. they sometimes rot and start falling apart ending up in the carb.
