I've got a 4" drop with ECE's leaves on back (and their 2.5" drop spindle / disc conversion up front, all top-notch stuff if you ask me) and I'd say no, you don't need to c-notch it. It is borderline, though; I cut my bumpstops a bit to get just a bit more travel. I do think I'd probably benefit from it, but it's not so urgent that I'm gonna do it anytime soon; it's the kind of thing I'd do whenever I do a full restoration on this thing in 10 or 15 years or so, along with removing a few springs and bagging the rear to cut down on that leafspring bounce.
