We make frames out of 2x4 metal studs and weld them together. We put a pair of steerable wheels on the front and fixed wheels on the rear. We use wood or skids or a combination to level the body onto the frame. I have a good picture of a Burb on a cart but it is too big to post, (2048 X 1536). I can e-mail it to you if your e-mail will accept it.

I put my suburban body on a pickup frame. the pickup frame still has al four wheels that way i can move it from the storage shed to the shop and back when needed.

Not a very good pic of the dolly, but you get the idea.
Basically a table made of angle iron with wheels. The cab is not bolted down, but with a flat wood top you can always shift the cab around to different positions. I like the idea of bolting the cab down to a frame for the simple fact that if you are replacing major body panels the chance of anything shifting during assembly is a lot less. Kind of like working with a jig.
