I've used POR15 and a rattle can product called Hammerite. Lowes used to handle it, but around here it's pretty much a specialty paint store item now days. I like the Hammeriite. Back in 1985 our area was flooded. About 8 to 10 years ago I was fishing on a creek and found two old metal lawn chairs that had been on the bank since the 85 flood. They were solid rust. You couldn't even tell what color they used to be. I pressure cleaned them, no wire brush or sanding. Sprayed them with Hammerite, put them on my porch, and they're still rust free. You can spray Hammerite right on rust, and when you do, you can actually see a chemical reaction starting. They say in their literature that it turns rust to carbon.
