Water pump

can someone tell me if my water pump has gone out or could i have a stopage in the block where you see the red arrow from the water pump to the heater core. when i pinch that line i cant feel any water in that line?

Just an idea but I just did this on my bros. jeep. Take it loose there @ the arrow, Cold, and see if its pumping water. Should be. Good luck, Mike...........
