Why does the vac. advance on the dizzy have Chevy Orange overspray?

Seems to be a nice old truck though

The undercoating looks like some of it was removed and some resprayed. When I clean off undercoat the first pass does not get between the frame rivets as on this frame. Usually the frame is heavily undercoated but this scheme seems pretty random. Black glove box door? There is something strange here. Also I would have expected one of the three owners would have run the miles up on this truck. I would still like to have it though.
