Factory Cigarette/Cigar Lighter Delete

Were all cigarette/cigar lighter deletes the black plastic plug? The picture below is a metallic cigarette/cigar lighter delete in a '72 1/2-ton that does not list a lighter on the SPID. Is this metallic one factory or something somebody added?

GM isn`t known for making silly little changes. So,I`d think it`s an owner job.I have a plastic one from a`71.
