I guess the p.o. wanted to build a 'drag truck' and cut the doors up. I haven't seen anything else he hacked, just the doors. 'why is it all cut up inside door panels steering?' not entirely sure what the rest of that sentence means, a little clarification and I can answer it better.
As far as rust, the 72 is really solid and might have a little surface rust in places, but for the most part, rust free.
The 69 is a little rougher, but still no giant gaping holes in the metal. Mostly a lot of surface rust.
