But wasn't it in '69 that the Gov't mandated side marker lights instead of the reflectors that the '68's had? Could be someone wanted to make sure everyone knew why it was a light instead of a reflector. But if it's MIL I'd guess Navy, judging by the color. Seems like their's were the lighter blue, while the AF was more of a darker blue.
