looks like a good start, other than Por15, some people have had their frames powdercoated, or just painted, in your area, with the rust issues, I would still say something like Por15, to treat and protect the frame, since your orginal is rusted out. it gives a solid surface, and will also help prevent rust in forming. keep us informed of your progress..
