Here's a steering wheel thread I made awhile back. This is not the cheapest or easiest way but it turned out good. If I was going to just freshen up one for a "driver" I'd probably try a dye but you wouldn't want to prime it first. I already had the primer, so the cost was paint/reducer/activator on this:
