To my knowledge is just a trim level. Just like Sierra Grande, Silverado, Cheyenne, Custom Deluxe etc. Not that rare really, no more so than calling a 72 Cheyenne short bed rare.

The truck I got the tilt column from that is now in my '77 was a Royal Sierra, and I've always regretted not grabbing the fender emblems of of it at the same time. They do seem to be kind of rare, but I agree that it was just a short lived trim level.
