The front floor mount bolts were not welded in mine. Just the bed floor bolts. I think the dremel would be the best bet, or a die grinder with a pointed bit. Or just put the impact wrench on and break 'em loose.

FYI, On my kit for poly mounts, they assumed the front mount bolts were 1/2" but they are actually 9/16" and I had to use different washers than were included in the kit.
