I too am having the same issues exactly, for the exact same reason, except mine has a new driver fender only and new (used) out grille. Everything lined up perfectly before they disassembled it. Will post pics, but they look exactly like yours. my bumper is also the same.

? is the headlight bezel installed right ? you may need to flip it 180 degrees

Yes, I made sure the screw indents are at 9 and 12 o'clock.

I did also notice that they tightened the passenger side core support bolt tighter than the drivers side. I back it off to match the amount of threads on the core support mount bolts on the drivers side, but it didn't seem to do much.

Must be alighnment somewhere in the support area mine is the same only on pass. side .I only put on a aftermarket bumper all else is original I have had my headlight out a 1000 x my gap is not as bad as yours but still off a little

Rather than loosening the bolts to compensate for the lean why not use some thick washers or the correct body bolt shims to even it out?
