72 C10 charging system

Hello everyone, My son has a 72 C10 and having alittle problem with charging system. System has external voltage regulator. With truck running I only have 12.34 volts approx at the battery terminals. Does anyone know what the voltage should be from the alternator blue and white connector on the alternator. Does anyone know how the direction of current ie battery, alternator and external voltage regulator.

Voltage at battery with the engine running should be 13.5-14.5 volts, I think.
