out side spare tire mount

I picked up a out side spare tire mount I need to know if you can get the nuts in the top body mount out of the panels dont look like they come out.

There is actually a single backing plate in there that has three taped holes for the bolts. Its shaped to fit the inside contour of the outter quarter pannel skin. It it installed by feeding it through the side marker openning. The backing plate should have a rod welded to it that acts as a long handle. I don't have a picture handy, but someone will post up I'm sure.

That backing plate is not welded in there. If you can locate the end of the rod, you should be able to break it loose from the rust scale that is holding it in there. Good luck.
