This valve opens and closes a gate housed in the exhaust manifold, but no where to connect the outlet hose. Thank you very much for your help!

Looks like the heat riser. Closed when engine is cold and pushe exhaust through the head and warms thi intake and engine faster. Then opens once engine is fully warmed

We have a winner!! The diverted exhaust warmed up the carb. Think of it as an EGR valve at idle when the engine is cold. Vacuum was controlled by a thermatic thinging on the intake air cleaner housing.

could run off a thermal switch on the stat housing
maybe you have seen this type,same idea
