If it can only produce 15 PSI even with the return line blocked, my guess is they are selling you a pump for a TBI truck, and a crappy pump if it can only produce 15 PSI.
You should get full battery voltage to the fuel pump when testing. 11.2 volts is way low. Charge the battery up, or replace it if it won't charge up to around 12.6 volts with a good charger.
