Any chance that the sender & gauge are working correctly? Maybe that area of the head naturally gets hotter before the thermostat opens -- then the circulating coolant brings the temp down to normal.

Quick question, have you checked the temp flare up again after you changed the rad. It is common for the first opening of t stat to flare as air is released from right below t stat. Also prob what happened is so one did head gaskets and put heads on wrong sides. This is'nt a problem except for sender location. I would try and remove plug,yes i saw you tried already.
