16.5 is a weird size,,I have a set of wheels that size,They are going to the scraper,alot of guy have gotten hurt from mounting 16.5's on 16" rims and when they air them up they exsplode off the rim,,I think half size wheels and tires are a Danger for guys not paying attention.
