autometer speedo problem

I recently put an autometer speedo in my truck and it seems off.

When I'm rolling along 5 - 10 mph the needle is still sittitng on the 0 mark. And then driving at around it seems 5 mph slow (so I'm going 5 mph too fast) Anyone else with this problem? Should I call Autometer?

My factory speedo was about 3% fast before I switched to this one (due to smaller tires).

It is a cable drive, and it's not a gear thing. It's just off set 5 mph at all points.

the auto-meter phantom i have was calibrated at 2000rpm's it reads 60mph. that is 2000 rotations of the speedo cable itself.
i just took the truck to a garage and they put new speedo gears in the tranny. to many numbers to take into consideration for me like final tranny ratio, rear end ratio, tire size...

if it is out by 5 mph throughout the whole range it sounds like the driven gear is wrong to me....
