frame question

So I kniw a lot of people have noticed this and maybe some people wanted to know about it cause I do. So on the right from rail by the engine mounts on my 67 shorty there is a flip on the frame. Now what is it gor and what if it gets straightened out what problems can that cause.can some one help me or is a picture needed to know what I am talking about.

This turned up section (see pic below)? The only thing it has ever been used for on my 69 CST/20 with 350 and TH400 since new is to mount the guide loop shown for the positive battery cable. My truck has also never had a ground from the frame to inner fender as some say was always present. So, that's also where I'm attaching that ground now that I'm restoring the truck.
