My truck with a 305 tbi wont start with out primer and the pump is fine and relays are fine. Any ideas?

maybe a pressure regulator problem? my dad had a similar problem with his 99 Silverado, and it turned out the fuel pressure regulator.

Might also want to check the fuel filter....
