That is actually an aftermarket bumper type that was fairly common for rural use trucks. It allows the tailgate to be folded down 180* with the straps off and the truck can be backed flat to a dock. See them a lot when livestock is carried in the truck too for backing up to a ramp.
The center tab that the receiver tube is welded to appears to be a later addition and will likely damage your tailgate if you try to fold it down though.
