no clue hah the owners before my uncle had cut it and folded it up so make it shorter for some reason? im just trying tofigure out if the dimond plate bumper is original for this truck?

That is actually an aftermarket bumper type that was fairly common for rural use trucks. It allows the tailgate to be folded down 180* with the straps off and the truck can be backed flat to a dock. See them a lot when livestock is carried in the truck too for backing up to a ramp.
The center tab that the receiver tube is welded to appears to be a later addition and will likely damage your tailgate if you try to fold it down though.
