Here are the original plates for my 69. I took them off when we moved in 1971. I can't run them in Wisconsin, but I may put them on for car shows when I complete the restoration.

Virginia also allows the use of YOM plates, one of three options for antique owners. There is a one time fee of $50.00 good for as long as you own the vehicle regardless of the type of plate you choose. Vehicles using "antique plates" are restricted to "hobbyist" use and can not be used for general transportation. Virginia issued annual tags and up 1973 with few exceptions they were white background with black letters one year and reversed the next. 1973 saw the introduction of the current white with blue tags using month and year decals thus 1972 vehicles will be the last to be able to use YOM. Attached are two of my vehicles with YOM, a '67 and a '69.

That would be a correct plate for a '70, and if DMV just treated it like a regular plate then it's a plate that was originally attached to the truck in 1970, though not necessarily the first plate that has ever been on the truck. The month sticker is interesting though, it looks like it's white letters on red maybe? I've only ever seen hashed red on white (original issue month stickers) and blue on white which is the current month stickers, there is also black on white 1" square month stickers for the first couple of years of blue and yellow motorcycle plates.
