Years ago to smog my 78 truck. I put in a gas filler neck restricter that looks like this one at Pollution Control Inc. You push this thing down the filler neck and the nozzle goes into the center hole. The prongs keep it from coming loose. It is a wierd looking thing but it works pretty good.

AHA! I had thought about something similar since some filler necks have the small orifice welded down in them. Heres the link mentioned above
