can you lay new steel over old even if the old steel is not rusted? I can see some area where this may need to happen like the rear of the cab on the floor where the rocker ends around the curved metal. How can I do this properly>

Any time you overlap metal you are promoting rust unless you epoxy the panels together so air and water can't get at the metal. If you have air,moisture,and metal you have rust you must eliminate at least one element.

I agree with previous post that doing body work without a compressor is near impossible. And you need a compressor that pumps volume as well as pressure not a nail gun compressor.
