The speedometer needle (like all the others) is a press fit onto a round shaft.

They usually fit tight enough so they don't move out of position, but it kind of sounds like that's what might have happened to yours.

Has the cluster been apart recently for cleaning or other work that could have accidentally disturbed the needle position? If that's the case, and it's working normally aside from the mis-positioned needle, you can probably fix it by carefully pulling the needle straight off the shaft and carefully pressing it back on so it's pointing at zero.
