How to mount 67-68 bumper guards?

I found a set of used guards at a swap meet and I'm trying to figure out how to install them. There's a clip on the top side the slides over the top edge of the bumper. There is another threaded hole about midway down the inside of the guard. However it does not line up with the factory holes in the bumper. Do I have to drill a hole in my bumper or am I missing a bracket?

I had to drill a hole . I dont think there is any other way on the 67/68. Mine came off an original truck although dealer installed i think.
