You just have to pry off the horn button. Rummer mounted, but I'd pull the ground wire first. No use loosing some hearing and pissing off the neighbors if it gets stuck.
After you remove the nut you might be able to just wiggle off the steering wheel. If not you can make a wheel puller with some flatstock and threaded rod. Some of the autoparts store will lend you a puller around here. The puller saves you a trip to the hospital for stitches when the steering wheel decides to let go. Lots of cheap shop manuals on Ebay that can help you out on jobs like this. You'll need a 63 Truck Shop Manual and a 64 Truck Supplement.
