Lokar billet brake Pedal 1967-72 c10 defective ? What do you guys think?

I purchased a Lokar billet Pedal for 1967-72 c10. The pedal was sent directly from the factory. It appears to be missing two bolts and two nuts, but I am not sure if it is suppose to be like this. Is this defective? Would you guys return this item? Have any of you guys bought one like this one? I'm not please with quality as it seems there are two bolts and nuts missing. What do you guys think.

I just got mine form Jegs. It came with all 4 screws and nuts. The directions state only using 2 of them. I used all 4.
Go to Lowes and buy 2 more S/S screws & nuts and be done.
I love the look of mine.
Instructions for install.
Step 3: Each Lokar aluminum cover has four
mounting holes. This is to accommodate
several applications. Typically
only two mounting holes are used per
installation. Choose the mounting
holes that will not interfere with the
pedal arm. If using two holes, be certain
that they are diagonal from each
other. We recommend using a 3/16"
transfer punch to accurately mark the
holes. The marks must be centered
in the holes on the Lokar aluminum
cover.

LWB trucks rule, if you don't think so measure your SWB!
After talking to tech support at Air Lift I have found out that the kit I need is 60811. Per the measurements I gave them. Ride height of truck inside spring and inside diameter of springs.

Thank you for response. I don't know why they drilled four holes. On was not drilled correctly.

I ordered the e brake one also to add. I'll have the whole look once it arrives. I like that brake pedal cover. It looks like a factory disc brake pedal now. that old pedal has looked out of place ever since I went to a automatic.

I bought the covers for my stock pedals so they would match when I installed the Lokar gas pedal. The instructions said to only use 2 bolts kitty-corner to each other. I would guess their complete pedals only use the 2 as well.
