wiper wiring help

I just got the motor finally running and tuned up. Went through and tested everything since I have a full new wiring harness and of all things, the dang wiper is acting funny. When I turn it so that the wipers should run it makes a slight sound, like the little water pump is on then if you push it for water the wipers move like they should. I assume this means I have two wires crossed. I have looked and looked at wiring diagrams and ill be if I can figure this out, even as simple as I am sure it is.
Any help here is greatly appreciated!
