Emergency Brake

I was wondering if you guys have any ideas on how to get the emergency brake pedal unstuck? It will not move and I would like to be able to use it, I have replaced the rear brakes and all the guts in the drum. Any thoughts?

lots of times the cable rusts in place inside of the outside sheath and requires you blasting and soaking it with wd40 or similar penatrint
