Unhappy Loose tilt steering wheel

I have searched the threads & youtube about this, tightened up the 4 torx bolts, (twice) and still have some looseness which will not allow me to pass the inspection. Am I missing some step or is there more that needs to be done other than the tilt's 4 torx bolts? Thanks

Thanks Mike, I got deeper than that, pulled the pins, took off housing, big spring out, turned tilt down and retightened the 4 tilt torx (outside torx head) bolts. Think it could be problem with inner ball bearings. Outer bearing seems tight but shaft is loose. I am a bit lost but sure am getting an education with this truck. Cam

i did mine and found the housing was worn where the pins go in.had to replace the housing.

Low rider, never thought about that, the pins are easy to pull out, would that be an indicator of worn housing? How difficult to change? Does wiring need to be disconnected running into the bottom of column? I hope not as it has been wired together with no pin connector by previous owner, or builder before that. I have found some shoddy work, oh well. Thanks Cam
